The French prosecutor's office has published a list of charges against the head of Telegram, Pavel Durov. The list includes:

  • Complicity in administering an online platform aimed at conducting illegal transactions by an organized group;
  • Refusal to provide information or documents requested by authorized bodies that are necessary for lawful wiretapping;
  • Aiding in the offering, transfer, or provision of equipment, tools, software, or data developed or adapted for attacking automated data processing systems; organized group distribution of child pornographic images of minors, illegal drug trafficking, organized group fraud, criminal conspiracy for the purpose of committing crimes or offenses;
  • Complicity in crimes or offenses as part of an organized gang;
  • Providing cryptographic services that do not exclusively ensure authentication or integrity control functions, aimed at ensuring confidentiality functions without proper declaration;
  • Supplying or importing cryptographic tools that do not exclusively ensure authentication or integrity control functions without prior declaration.

The Paris prosecutor's office specified that complicity in administering an online platform aimed at conducting illegal transactions by an organized group is a crime punishable by up to 10 years in prison and a fine of 500,000 euros.

On August 28, the Paris court ruled to release the head of Telegram under supervision with a bail requirement of 5 million euros, an obligation to report to the police station twice a week, and a ban on leaving the country.
