In the last six months, Telegram's audience in the EU was 38.5 million people, or 8.5% of the population, which is not enough to fall under the Digital Services Act (DSA) in the EU.

The law, which will come into force next year, requires digital platforms with an audience of more than 45 million in the EU to disclose information to regulators about content modernization and the level of access to data from advertisers.

Thus, the messenger does not yet fall under the Digital Services Act (DSA).

The law is mainly designed to solve problems related to illegal content. The new regulations will apply to digital giants such as Facebook, Google and YouTube, Twitter and TikTok. Companies that don't want to comply with the new obligations will be fined up to 6 percent of their annual turnover.
