On July 28, Telegram founder Pavel Durov was questioned for a second time by a Paris court as part of an ongoing investigation into the platform’s possible connection to criminal activity, according to French media reports.

Durov reportedly arrived at the courthouse dressed in a black suit and cap, accompanied by four lawyers — David-Olivier Kaminski, Christophe Ingrain, Robin Binsard, and Isaac Arnoux.

  • Once inside, Durov proceeded to the office of the two investigative judges assigned to his case. The legal team declined to comment.
  • Sources familiar with the matter say the lawyers have filed multiple motions and appeals with the Paris Court of Appeal.
  • Additionally, a “priority question of constitutionality” and a “preliminary ruling request” have been submitted to the Court of Justice of the European Union.

A month earlier, the Paris court granted Durov permission to stay in Dubai for up to 14 consecutive days. The order, which came into effect on July 10, effectively requires the Telegram chief to appear in Paris only twice a month.
