OpenAI has submitted a policy proposal to U.S. authorities, urging them to restrict access to Chinese AI models and allow the use of copyrighted content for training neural networks.
Among OpenAI's recommendations is a ban on AI models developed by Chinese companies, particularly those backed by the government. The document specifically references DeepSeek, whose open-source models have already been adopted by Microsoft and Amazon.
The company is also pushing for legal protection to train AI on copyrighted content, arguing that it should fall under "fair use" and not be considered a violation of intellectual property laws. According to OpenAI, failing to allow this could put the U.S. at a disadvantage in the global AI race.
This request follows multiple lawsuits from major publishers accusing OpenAI of using their content without authorization.
The U.S. government has not yet responded to OpenAI’s proposal, but a national AI strategy plan is expected to be released in July 2025.
